Regarding your questions below:
I just skimmed the Transapient S1 article before responding to your post and I'm not clear on what decimals you're referring to. The only decimals I'm seeing in the article are part of the data panel discussing S1 processing and storage capabilities and those are due to the numbers being written in SI units (aka scientific notation), a RL system.
What other decimals are you referring to?
Also, I authored the most recent major update of the article in 2017 and am one of the longest serving members of OA community (been here since 2001 or so), so I am probably about as special a specialist as you're going to get on this subject.
What would you like to discuss?
Very little - probably little more than we in the 21st century remember of ancient Mesopotamia. On the one hand 21st century civ maintains lots of records and databases. OTOH much of that is in volatile storage or is otherwise quite temporary in nature. Also, the Technocalypse and related disasters and sabotage destroyed or corrupted a lot of data and information over and above the impact of time. Beyond all of that there is simply the fact that our 21st century civ and its people are seen as utterly unimportant and irrelevant by the vast majority of Terragen civilization. They care about it to the same degree that the average person in RL cares about the exact location where humans came down from the trees or first figured out fire or how to knap flint - which is to say they couldn't care less.
