I guess this is the kind of reasoning that soon or later will get down to the Uncertainty principle of the electrons in our neurons.
Overall we know more or less how our brains work and that hasn't change too much our life from the point of view of our self.
If the neural circuits that form the human thought are decoded in their entirety, I still think it won't change our perception of choices, other poeple and the world. As the article wrote people made these question at least 2 century ago.
And hell swallows me if this argument get any closer to things like elections...
