I haven't really found much correlation between mass extinctions and polar reversals in the geological record, so I don't think that magnetic field strength would affect the surface too much.
However magnetic variations would affect the environment near the Earth quite significantly. The location and strength of various magnetic anomalies and the van Allen belts in near Earth orbits would need to be mapped, and if possible controlled or countered by similar tech.
