"An argument can be made that never leaving the earth is likely to result in our destruction..."(by risks resident here on earth)

Destruction by those means - for someone who thinks of "Us" specifically and solely as the population of Earth, full stop, has exactly the same probability whether humans exist elsewhere or not. The kind of national-interest obsessed bean-counter making these decisions does not give a damn whether humans elsewhere survive because humans elsewhere have nothing to do with the national interest.
