As far as we can tell right now the odds of us getting invaded by hostile beings from another world are zero. The odds that beings from another world will wipe us out with a giant planetbuster kinetic-kill missile, likewise.
But as soon as we put humans onto another world those odds are no longer zero. Give them a few hundred years, or a few thousand, and their descendants will be numerous, and no longer be loyal to us or answerable to our laws, and how much longer than that will it take for wars to start breaking out?
So, given that knowledge, why would we ever allow any colony of human beings capable of surviving off earth, to leave? Ever? Under any circumstances?
