The idea is somewhat interesting, but dragging a black hole around adds a lot of mass to the ship which needs to be accelerated as well (that means it is less efficient than a beamrider or boostbeam). There is a problem with the characteristics of the drive as well - the emissions start very slowly, then rapidly build up in the last few seconds of the black hole's life- so unless you want to accelerate at a fraction of a gee for years, then suddenly start accelerating at 100 gees this is not the drive for you.
