Interesting thoughts, Todd. I especially didn't consider point a). For some reason (probably due to an "addiction" to the OA-website and its frequent megastructures 
) I just assumed that a sufficiently advanced civ would always create at least one megastructure at least in their home solar system. But now that you mention it, this was indeed a baseless assumption on my part.
